Reference pricing--the practice of setting a maximum reimbursement price and then requiring patients to pay any excess if the manufacturer sets the retail price above the reference price--is the German government's main weapon in the war it has declared on "sham innovations" in the pharmaceutical market. Most countries that practice reference pricing limit it to drugs that are off patent, but Germany has recently extended this measure to several drug classes that include patent-protected medicines: proton pump inhibitors, sartans, triptans, antianemic agents, fluoroquinolones, heparins, macrolides, serotonin (5-HT3) receptor antagonists, triazole antimycotics, and-most notably-statins. Ultimately, the German government aims to include 70-80% of prescription drugs in the reference pricing system. The only products safeguarded against this threat are drugs that are deemed to be innovative or that have demonstrable therapeutic superiority over existing therapies in their class. The government has also very recently announced plans to introduce more aggressive reference prices and to introduce daily cost of therapy limits for frequently prescribed drug classes. Other countries that practice reference pricing (e. g., Belgium, Denmark, France, Italy, the Netherlands, Spain) will closely observe the expansion of reference pricing in Germany and could follow suit.

The imposition of reference pricing has dramatically altered the German statin market, and atorvastatin (Pfizer's Sortis) has been the main casualty. Pfizer has refused to cut the price of Sortis and has actively campaigned against the reference pricing of its drug, a strategy that has provoked widespread criticism. Other manufacturers affected by this policy have cut their prices to reference price levels. However, because these prices are still much higher than generics prices, the branded statins have lost ground to generic simvastatin products-a trend that began in 2003. Physicians have switched most patients who had been taking atorvastatin to simvastatin, but a wide-ranging survey conducted by Decision Resources found that a majority of general practitioners and internists still consider atorvastatin to be one of the best drugs in its class, and many would return patients to this drug if it were less expensive.

In this report, Decision Resources provides an overview of Germany's health care system, pharmaceutical pricing and reimbursement environment, and cost-containment measures. It focuses particularly on reference pricing and how the expansion of this system to include patent-protected drugs has affected the statin market. Based on data from an online survey, the author analyzes the impact of the reference pricing of statins on physician and patient behaviour. The 2010 ING Georgia Marathon hosted 18,000 runners and over tens of thousands more total participants, utilizing its partnerships with several non-profit organizations and their fundraising activities to help promote the sport of running and attract new runners. The race's 26.2-mile and 13.1-mile courses began at Centennial Olympic Park in the heart of downtown, took runners throughout downtown Atlanta, as well as several historic districts and scenic neighborhoods, and concluded by CNN Center.

Running in the ING marathon and half marathon has become a tradition for Endeavor as this is the second year in which the company has sponsored its staff by fronting their entry fees and providing custom made Endeavor running jerseys for each participant. Last year Justin R. McLain, Endeavor's CEO, issued a challenge to the staff whereby after 15 people signed up for the race he ran the full 26.2 mile marathon painted head-to-toe in Endeavor blue. The luncheon, on Tuesday, January 4th, 2005, will be held at the Doubletree Hotel in Rockville, MD from 11:30AM to 1:30PM. VADM Michael Cowan, MC, USN (Ret.), former Surgeon General of the Navy, will deliver the 13th Annual C. Everett Koop Honorary Lecture. Legendary U. S. Surgeon General Dr. C. Everett Koop will offer opening remarks. Dr. Koop was Surgeon General and Commander of the PHS Commissioned Corps from 1981 to 1989 during the Reagan administration.

The luncheon is open to all persons interested in public health. Cost is $25 per person and reservations are being accepted by the Commissioned Officers Foundation. The PHS Commissioned Corps is a highly trained cadre of 6,000 uniformed officers who are experienced, mobile health professionals working in the eight agencies of the Public Health Service as well as other federal agencies that require their expertise.

Members of the Commissioned Corps serve wherever there is a need for their specialized skills. Officers are stationed in all 50 states, at more than 550 locations including remote Indian reservations and Federal prisons. Corps officers can be called to duty 24 hours a day and have responded on numerous occasions to public health emergencies. Hundreds of PHS officers were ordered to assist with hurricane relief operations in Florida in September, 2004 and PHS officers serve today alongside their Armed Services comrades in both Iraq and Afghanistan and elsewhere around the world.

Eight great strategies for better in-house recruiting

If youÂ’re sales-, promotion and customer service-oriented, and know the nuances of your industry and company, you might make a great in-house recruiter. According to recruiting experts, recruiting is an active (not a passive) profession, requiring not only marketing and people skills, but also a genuine desire to understand the needs of each hiring manager and each job opening. Unlike the majority of human resources functions, which are detail - and regulations-oriented, recruiting is a creative process. Recruiting is for you, if you like promoting your employer, creating awareness and nurturing the talent you attract.

Creativity and commitment are foundations of your internal recruiting success, says Frank Heasley, PhD, president and CEO of MedZilla. com, a leading Internet recruitment and professional community that serves biotechnology, pharmaceuticals, healthcare and science. “If you care about recruiting the way a marketing professionals cares about making a sale or promoting an image and strive to learn every aspect of what makes employees in specific positions successful, you’ll market, rather than shuffle papers—you’ll attract and bring in the cream of the crop, rather than candidates who know how to navigate applicant tracking systems. Successful recruiting is not passive profession; it’s active and constantly evolving.”

These strategies, according to recruiting experts, will help you get the most out of your role as an internal recruiter:

Think like a marketing professional. Learn the fundamentals of image building, campaign promotions, advertising and copywriting; so that you promote the image you want to attract the people you need. Lose any arrogance toward people looking for jobs and make your application process user-friendly.

Care enough to learn Â… a lot. Recruiting, according to Dr. Heasley, is not an interchangeable role from one industry to another, especially when it comes to the pharmaceutical, biotech, research and healthcare industries. Know the language your hiring managers would use in an interview and understand how it relates to particular positions. You have to know what things mean in order to design screening questions, as well as talk with candidates; if you donÂ’t, youÂ’ll miss out of qualified candidates.

Use all the means available to get the right people for the job. It might seem easy to rely on running newspaper ads, and then sit back and wait for your responses, but to find the best candidates requires a proactive approach. Use everything you can, including networking, newspaper, job boards, and job fairs—even a third-party recruiter if the position is particularly difficult to find candidates for, according to Dr. Heasley, who worked for years as a recruiter before launching Medzilla.

Talk to people (and don’t rely on technology to do your thinking for you). It sounds so basic, but picking up the phone or personally meeting and talking to potential candidates, hiring managers and others who are integral to your success as a recruiter is essential. Remember, networking is generally what lands the best employees. “It's tempting to try and substitute your applicant tracking system as a replacement for thought. You can't depend on a computer with canned set of questions to screen candidates, because all you're going to get back is a canned set of answers.” Dr. Heasley says. “No one can design questions adequately enough for a computer to do that for you, so the results are not going to be what you expect; even worse, the more questions your screening system asks, the fewer people are going to complete the process.”

According to Dr. Heasley, you should conduct your search to come up with a good batch of resumes; then, call those people on the phone and actually talk with them.

Give the internal referral program the respect it deserves as a source of candidates; however, avoid becoming too bogged down by the “internal referral program.” H. Martin de'Campo, of Humanatek, Inc., a company which provides outsourced human capital solutions (www. humantek. com), says that while internal referral programs are a great source of candidates, they can—by their structure—bog down the recruiting process.

It’s not a good thing, he says, if you’re internal referral program requires that all internal referrals are interviewed as a courtesy. Interviews take time and energy that you don’t have—especially if you know just by looking at someone’s resume that that person is not right for the job. You might also fall into the trap that you handle internal recruiters with preferential treatment. That can be a legal problem, according to de-Campo. The solution: treat everyone equally and do you documentation. Don’t let the interview process become less scrutinizing just because a referral is a friend of your employee’s, and don’t let internal referrals keep you from catering to someone from the outside who is a real “catch.”

Hire great employees; not great candidates. You might be enamored with a candidate because that person seems to know all the buzz words and understands just what to say and what youÂ’re looking for. Watch for those, de-Campo warns, who are excellent candidates because theyÂ’ve been through the rigors of interviewing, but are not necessarily great employees. Use assessments and other tools to look behind the fluff.

Start recruiting before you get the requisition. Ron Selewach, founder and president of Human Resource Management Center (HRMC), at www. hrmc. com, says recruiters tend to be reactionary instead of proactive, waiting until they get requisitions to begin the recruiting process.

Concentrate on customer service. Recruiting is a strategic process. Your goal should be to keep good prospects interested in the company until an appropriate opening occurs. DonÂ’t forget to offer "customer service" to all those candidates who apply but no positions are available. Finally, following up with recent hires to determine how they're doing and tap them as a source of referrals to other candidates, Selewach says.

“The best recruiters seem to have a deep understanding of their industries and a knack for communicating and selling,” says Michele Groutage, Medzilla’s director of marketing. “While tied to the HR function, recruiting is a very different animal and should be treated as so.”
