The study, financed by the federal government and the Robert Wood Johnson Foundation, is the most definitive measure to date of the use of computerized patient records by hospitals. The government-backed study found use of electronic health records to be far less prevalent than some earlier, less rigorous surveys had found.

Industry experts suggest that the incentive payments, are enough to greatly accelerate the adoption of electronic health records. In the new survey of hospitals, the cost of digital record systems was cited as the single largest obstacle to adoption.

Shears commented that the industry is planning for electronic health records to be used as a tool to reform health care. The Obama administration also intends to shift Medicare and Medicaid reimbursement toward paying for better health outcomes, which will be measured and monitored using technology. The new administration goals are quality and efficiency, instead of just putting machinery in offices.

The small, lightweight, and low cost wireless sensors, together with the ATH digital data process technology platform, will provide human motion capture and balance information using wireless wearable devices that can monitor, display in 3-D, control, and remotely store collected digital data in real time, with some applications collecting or transmitting data over the internet.

Circumcision may result in a false belief that safe-sex practices are no longer required, implying a worsening of the incidence of HIV infection, according to a joint statement issued September 29, 2005 with: National Organisation of Circumcision Information Resource Centres, South Africa (NOCIRC-SA) www. nocirc-sa. co. za.

Two separate papers were presented at a conference in Brazil, claiming that male and female circumcision has the potential to reduce HIV acquisition. Such claims may conversely have negative consequences in the struggle against HIV and AIDS. At the recent congress of the Treatment Action Campaign (TAC), the findings of a study conducted amongst male South African participants were presented, suggesting that the circumcised penis is more resistant to HIV infection. TAC has been reported to be considering advocating circumcision as a result. We are encouraging them to reconsider their new strategy.

This study could dangerously mislead people into believing that if they are circumcised, they would be protected against HIV. The natural response of a circumcised male to these reports is to assume that he is more resistant to HIV infection than is the intact male. The implication being that even more circumcised men may engage in unsafe sexual practices under the false impression that they won't contract HIV. Equally troublesome is the fact that this study offers no indication on whether or not the receptive partner of the circumcised male will become more or less vulnerable to HIV infection. The female receptive partner's risk will likely increase without adequate protection. A second study, performed by Stallings amongst African females in Tanzania shows that HIV transmission is also reduced among circumcised FEMALES. This has gone unreported by the media. Such selective reporting suggests the need for analysis from a gender prejudice point-of-view and suggests that male and female circumcision should be dealt with as a unity.

The foreskin is not just a piece of skin, but rather a highly specialized erogenous and immunological structure, which cannot be cut off like hair or fingernails. We are therefore concerned about the frequent uncritical reference to particularly the male study in the media. The promotion of its uncorroborated findings, without adequate understanding of the behavioral consequences, is highly irresponsible. Feedback offered to our organization indicates that some individuals are now advocating "chop-shops," where parents will be able to bring their children for the non-consensual, non-therapeutic removal of their foreskins.

The "Lancet," the pre-eminent medical journal in the world, rejected the publication of the above French study. The broad quotation within the media is therefore, premature and irresponsible since the study has not been peer - reviewed as yet.

When extrapolating globally, the hypothesis of this study could be proven to be wrong. The United States has a very high rate of circumcision coupled with the highest HIV infection rate in the developed world. Scandinavia on the other hand has one of the lowest rates of circumcision in the world coupled with a comparatively low incidence of HIV infection. Global trends should be more accurate than one, demographically limited study. Neither does current research point to a significant difference in infection rates in South Africa amongst the non-circumcising tribes such as the Zulus, and the circumcising tribes such as the Xhosas.

Other studies have thus far failed to corroborate that circumcision could prevent HIV. The highly respected Cochrane review, which conducted a meta-analysis of circumcision and its relationship to HIV, "found insufficient evidence to support an interventional effect of male circumcision on HIV acquisition

In heterosexual men."

The most important emphasis of HIV prevention should focus on education, the use of non-contaminated medical equipment, and behavioral changes such as condom use, and not foreskin amputation. The amputation of the male prepuce removes the only movable part of the penis, causing increased friction during sexual intercourse, leading to micro-tears of tissue, and subsequent increased vulnerability to possible infection. In South Africa, 'dry sex' practices, whereby lubrication mechanisms are purposely removed, make HIV infection even more likely to occur. It has also previously been demonstrated that circumcised men don't like using condoms as they suffer from a progressively desensitized penis.

UNAIDS has cautioned against circumcision. "If circumcision were promoted as a way of preventing HIV infection, people might abandon other safe sexual practices, such as condom use. This risk is far from negligible - already rumors abound in some communities that circumcision acts as a "natural condom". A sexworker interviewed in the city of Kisumu in Kenya summed up this misconception, saying, "I can sleep with circumcised men without a condom because they don't carry a lot of dirt on their penis." Circumcision does not eliminate HIV infection. In one study in South Africa, two out of five circumcised men were infected with HIV, compared with three out of five uncircumcised men. Relying on circumcision for protection is like playing Russian roulette with two bullets in a (five-shot) revolver rather than three."

National Organization of Circumcision Information Resource Centres of South Africa implores all organizations associated with the fight against HIV/AIDS to take note of these developments. We should not lose foresight in the fight against HIV/AIDS by these irresponsible statements promoting circumcision of healthy body parts of boys and girls as a preventative strategy. All children have a right to bodily integrity, and such procedures violate that right. This right is enshrined in the United Nations Convention on the Rights of the Child, to which South Africa is a state signatory.

“The policy you bought thinking to protect yourself instead could be null and void, and you could be hundreds of thousands of dollars out of pocket if you’re a medical tourist and the unexpected happens,” said Joshua Walker, Operations Manager at Squaremouth.

South Asia has become a prime destination for patients from the West seeking cheaper plastic surgery, elective heart, hip and bariatric surgeries, and cancer care. But an article in British journal The Lancet Infectious Diseases last week criticized medical tourists for helping to spread the bacterium New Delhi metallo-lactamase-1, which is impervious to even the strongest antibiotics.

Although not generally fatal, the newly discovered superbug can have severe consequences for cancer patients and others with compromised immune systems. The U. S., Britain, Canada, Australia and several European countries have reported its spread as medical tourists return home with the infection.

But a little-known fact is that, whether medical tourists end up infected by this superbug or not, they stand to pay dearly for any unforeseen expenses during a trip, since medical tourism is an outright exclusion from most traditional travel insurance (http://www. squaremouth. com) policies.

Policies tend to read this way: “No payment will be made for loss caused by or resulting from traveling for the purpose of securing medical treatment.” That means insurers have the ability to deny any claim -- medical or not -- as fruit of a poisoned tree. So in addition to any unanticipated expenses related to the medical care they sought abroad -- such as lengthier hospitalization or specialist intervention to treat surgical complications – if a traveler misses their flight en route to plastic surgery in India, they shouldn’t expect to recover the cost of their hotel room at the airport or replacement airfare. If an airline loses their luggage, or they have the misfortune to be in a car accident during their trip, they’d be on the hook for any costs.

Although medical tourism is a growing trend, the travel insurance industry simply hasn’t kept pace. According to onlinemedicaltourism. com, some carriers, such as Blue Cross/Blue Shield, have instituted pilot programs in the last two years that may be continuing. But ‘medical tourism insurance’ that represents a future solution isn’t yet widely on offer.

The JV Company, known as Green Star International, Inc., was formed pursuant to a Joint Venture Agreement executed by the parties in March of this year.

The new entity, which is fifty-percent owned by Pure Energy, and twenty-five-percent owned by each of Green Star Products and Bio-Clean Fuels, marks Pure Energy’s first ever strategic partnership to integrate it’s cellulosic ethanol production technology with a modular methyl ester (biodiesel) processing platform in the United States.

Each generation has its own priorities and goals. Baby-Boomers (born between 1945 – 1965) are sending kids through school and approaching retirement. Their strong sense of loyalty, not to mention their years of knowledge and experience make them vital members of the workforce.

Generation X (born between 1965 – 1980) are focused on their career development, work/life balance and childcare. They are drawn to opportunities that allow them to learn, enjoy and be recognized. They are known to be tech-savvy and independent.

Right behind Generation X is Generation Y (born between 1980 – 1994), a group that is valued for its individuality, efficiency and uniqueness. This group is driven by a strong need for instant gratification, and according to Bruce Tulgan in “Managing Generation Y – Part 2”, are even more tech-savvy than their Generation X siblings.

According to Mike Maciekowich, Astron Solutions’ National Director, employers must first set the groundwork. “It is important that organizations have a structured compensation philosophy prior to allowing for generational difference. The compensation policy acts as a blueprint to follow in the design and implementation of the program,” says Maciekowich.

Once these key components are put into place, HR practitioners can then continue with their generational compensation design.

As Maciekowich explained, “It’s imperative to keep reward strategies flexible. Generational benefits are all about flexibility.” He also stressed that employers must be aware of discrimination issues. “To stay within the legal boundaries, try using seniority as a factor in paying for healthcare coverage. The idea is to reward seniority, but not in pay, in order to avoid artificial compression and problems with equity.”

Employers must understand what rewards their employees more. “Pension benefits are more important to Baby Boomers. Generation X and Generation Y are more concerned about their personal career development and their personal wealth accumulation,” added Maciekowich.

In addition to the desire to retain the best workers, the statistical reality is that as the Boomers approach retirement age, there are fewer members of Gen X and Gen Y to replace them. Therefore, it is vital that employers take the necessary steps to keep their employees happy.
