West Haven, CT, January 6, 2003 – The American Water Council (AWC) will kick off its 2003 statewide consumer education campaign on Well Water Quality on January 10, 2003. The goal of the campaign is to inform residents on the importance of safe drinking water. AWC will address specific issues, such as contamination, testing, well maintenance, and how homeowners can take a more active role in ensuring their drinking water is safe.

The 2003 statewide campaign will rely on a combination of informational mailings, public seminars and other local communication efforts to help create awareness and educate Connecticut residents on the subject of water quality. The 2003 campaign will begin by contacting residents in New Haven County, beginning with Woodbridge, North Haven and Branford.

“We recognize that the majority of Connecticut’s public drinking water is safe and properly maintained by water providers, but we also want those residents serviced by well water to be aware of measures they can take to help ensure drinking water quality,” explains Brian Cronin, spokesman for the American Water Council. In a report presented to the 106th U. S. Congress, contaminated wells have been found in all Connecticut municipalities, due to leaking underground fuel tanks, accidental chemical spills, sewage, the spraying of pesticides and herbicides, and dozens of other sources.

For example, potentially dangerous contaminants, which often have no odor, taste or color, can enter drinking water supplies from a number of sources, which may not be known to the homeowner. These include pollution, improper disposal of household or industrial waste, fuel or chemical spills, excess rain/flooding, bacterial contamination or lead found in pipes of older homes.

“The majority of Connecticut homes are serviced by public water systems, which are regularly checked, treated and filtered, in keeping with EPA requirements,” Mr. Cronin points out. “However, more than 700,000 Connecticut residents are serviced by private sources, primarily wells, which are not examined by authorities, leaving sole responsibility with the homeowner to maintain water quality.”

Regular laboratory testing is one way homeowners served by private wells can take an active role in maintaining water quality. The American Water Council now administers the AquaMD® water testing and information service, which was developed by the 150-year-old, non-profit Regional Water Authority (RWA) back in 2000. The RWA developed AquaMD to provide well owners with a reliable and less expensive option for testing their drinking water in a state-certified, EPA-registered laboratory.

“The RWA realized that consumers served by private wells could benefit from the availability of a reliable and convenient testing service,” said Cronin. “The ability to easily test anytime allows homeowners to minimize potential long term health issues caused by contaminated well water.”

The AWCÂ’s AquaMD service offers certified lab testing for many potential contaminants such as lead; arsenic; MTBE; Coliform and E. coli bacteria; pesticides and herbicides. Test kits can be ordered anytime via the web or toll-free number, and are shipped directly to the customer, who supplies the water and sends it back. Easy-to-read results are ready within ten days with next steps, if needed.

In addition to testing, other tips from the American Water Council include:

· Maintain Wells – Follow all instructions for well maintenance; test well water at least once a year, as recommended by the Environmental Protection Agency (EPA), www. epa. gov

· Be Alert – Keep an eye out for changes in the water, such as color, odor, taste

· Be Cautious – If contamination is suspected, don’t drink or use the water; contact your local health department or water authorities on alternative sources, next steps

· Contact Experts – Always contact the local Health Department or local water authority if you think a problem exists.

· Test – Both the EPA and the CT State Health Department recommend annual testing of well water. If you have not tested in the last twelve months, you should test your water in a state-registered lab immediately. If a contamination is reported in your area, more frequent water testing may be required.

The year is 2006. Midnight. The place is a small village in Nigeria where Dr. Pat Howe, after a grueling day of treating dozens of typhus cases, lies in his tent miles away from the nearest electrical outlet and brushes up on how to care for diabetic patients with acute coronary syndrome. His learning platform is a 2 by 3 inch backlit screen that he holds in his hand and manipulates with a tiny plastic stylus. The course heÂ’s taking resides on a server several thousand miles away.

Today, handheld computers such as personal digital assistants (PDAs) are saving thousands of lives in underdeveloped areas like Botswana and Uganda. Information beamed to these devices by satellite provides instant access to diagnostic and treatment procedures, patient profiles and drug effectiveness analyses to doctors working in remote locations where land-based Internet connections donÂ’t exist.

So far their use has been restricted mostly to reference materials. The kind of media-rich presentation features necessary for effective learning – features such as animation, simulation, graphically enhanced scenarios, video and audio – have not been possible given the small screen and limited memory of handhelds. This has been changed by a new generation of PDAs. Devices like the Hewlett-Packard iPaq, the Toshiba GENIOe and the Casio Cassiopeia are more powerful than many desktop computers a few years ago.

Engage Interactive, an eLearning company in Atlantic Canada, has developed a courseware technology that takes advantage of the increased muscle power of PDAs to make media-rich eLearning possible anywhere in the world.

“Since the beginning, the standard slogan for computer-based training has been training anywhere…anytime,” said John Heinstein, VP of Software Development at Engage Interactive. “The wireless delivery of training through handheld computers finally makes this true.”

“In the past,” said Mr. Heinstein, “the devices weren’t powerful enough. Now they are. Now we can bring the feature-rich learning potential of Flash-based eLearning into the wireless realm of PDAs and deliver high quality instruction to anywhere.”

Creating an engine capable of developing PDA-ready courseware was no small task. “One thing that helped greatly,” said Mr. Heinstein, “was the efficiency of our existing courseware engine. It separates content from presentation. In other words, content components like the actual instruction are separated from components like navigation, menus, bookmarking and other functionality.”

“Even the new generation of PDAs are still not as powerful as current desktops,” said Engage’s VP of Instructional Design, Jeff Maston, “and the screens are still small. We had to optimize the instruction to make it work smoothly on handhelds. We kept file sizes as small as possible and used animation, simulations and graphics only when they were essential to the instruction. In effect, strictly enforcing sound instructional principles helped us to optimize the courseware for PDAs.”

“The underlying technologies that allow the content to be delivered are important,” said Mr. Maston. “But not as important as the content itself – the actual instruction. So there’s a degree of aesthetic appeal that must accompany the interface.”

“Our training is packed with features,” said Liz Goulard, Director of Media Arts. “We needed to shrink things for the smaller PDA screen without compromising usability. And we needed to avoid having the screen look cluttered. It forced us to re-think our interface and come up with new ways to present its components. For instance, instead of a fly-out menu, we used a drop-down menu. For large complex charts, we created a zoomable viewer. It allows you to see an expanded view of sections of the chart.”

“Rather than create a whole new system for PDA courseware,” said Mr. Heinstein, “we integrated the PDA presentation features into our existing system. We made some changes to the underlying programming and wrote some new utilities. Now, with just a few changes the same training can be served up as both desktop and PDA courseware.”

“This technology is available on higher end PDAs,” said Mr. Heinstein, “which are becoming increasingly more popular as people integrate learning into their workflow. A couple of years ago, the Stanford School of Medicine set a goal to have a PDA in the lab coat pocket of every one of its Medical School students. Since then the use of handheld computers in medicine has developed into a phenomenon called eHealth that integrates learning, reference and a wide variety of medical tools into electronic delivery.”

“Even outside the applications in remote areas and medicine, there’s a general trend toward mobility and the need for instant access to information anytime and anywhere,” said Mr. Heinstein. “This includes access to learning.”

“We expect our PDA courseware technology to be especially popular outside North America,” said Mr. Heinstein. “According to the market firm IDC, China has become the second largest market in the world for handheld computers. Mark Perkins at iBIZ claims the PDA and handheld market is exploding in Europe. And Latin America already has more wireless Internet subscribers than land-based. The market for small wireless internet devices is expected to grow to $73 billion dollars in 2005.”

“According to eLearning authority Brandon Hall,” said Mr. Heinstein, “the mobile eLearning market alone is expected to top $5 billion by 2006. As handhelds become more prevalent world-wide, we expect the demand for our PDA courseware to increase dramatically.”

Either way, Taurasi takes it all in stride. She's joining a team that finished last place in 2003 and will have to fight hard to make the playoffs this season. When asked if she felt the pressure of carrying a team on her shoulders she passed it off humbly pointing out that she's still just a rookie and not aiming for a coup. "As training camp moves along and we get more comfortable with each other, I think that's where were going to improve the most."

Underneath her new Nike shoes with the little "3"s on the side and "Dee"s on the tongue, Taurasi is getting used to the little things too. She's new to the Phoenix area. She's hardly had time to find her way around, saying, "I drove around a little bit the other day to get familiar with the Walmart...I'm just excited there's a restaurant within 30 miles" - a joke about her days at UCONN.

It's hard to get a read on whether the rest of the Mercury enjoy the limelight on Taurasi. Rookies Erika Valek and Shereka Wright are just excited about being on the team and getting ready for play. Both team leaders from Purdue, Valek and Wright are at the top of their game and confident. "We're all relaxed. We know what to expect," says Valek. In support, Wright says, "You have to come in here, show what you've got and stay confident."

As they sit around waiting for practice to start, the Taurasi photoshoot in the background appears to be the least of their worries. They came to play.

The Lemuel Shattuck Hospital operates 255 inpatient beds, and is a safety net provider of ambulatory and surgical services for a mix of patients referred by private sector providers and state agencies. The Shattuck is a fully-accredited teaching facility operated by the Massachusetts Department of Public Health, admitting community patients primarily from the Boston region. The INFINITT PACS will enable Lemuel Shattuck to meet on-site requirements for data access, and positions it to communicate healthcare information to clinicians across the State.
The Commonwealth’s solicitation to bid also called for stringent security measures and data integrity controls such as audit and reporting capabilities, HTTPS 128-bit encryption and safeguards to prevent unauthorized access to the communications network. The SSA said last week it will be the first government agency to use the Nationwide Health Information Network (NHIN), which will provide instantaneous access to medical records and should significantly shorten the time it takes to make some disability decisions. The agency will first connect its systems to MedVirginia, Virginia's Regional Health Information Organization, with further expansion planned in the future.

"This announcement is another sign of the agency's commitment to embracing modern technology to help break the disability application backlog]," said Jim Allsup, president and CEO of Allsup. "We know from our experience that it can take up to 30 days to receive medical records from many providers. Eliminating that delay should streamline the initial claims review and speed up disability determinations."

This announcement is the latest in a number of technology initiatives the SSA has undertaken. Allsup uses iAppeals, a Web-based appeals process that has supplanted the traditional paper appeals form for all its filings, resulting in faster processing times. Allsup also uses the Electronic Records Express system to submit evidence in support of cases pending at the hearing level. A typical claim that reaches the hearing level consists of 700 to 800 pages of medical evidence, Activities of Daily Living reports, denial letters and a multitude of SSA application documents.

"These electronic initiatives are a step in the right direction and especially important in light of the current backlog of pending Social Security Disability Insurance claims that has left more than 750,000 Americans with disabilities without the government assistance they have been promised," said Mr. Allsup.
