Hundreds of Balinese will have free access to clearer vision, thanks generous donors who recently contributed unwanted, used eyeglasses to the “I Can See Clearly” community drive.

Launched in October to collect used eyeglasses, the effort has since netted nearly 1,000 donated units to The John Fawcett Foundation/Yayasan Kemanusiaan Indonesia (YKI). Donations were shipped, posted and hand carried by year-end visitors to Bali arriving from around the world, while local residents scoured drawers for out-of-date spectacles.

Once received, all donated eyeglasses are sorted according to usability. Of the recent donations, about 60 percent were deemed usable, a high ratio according to the foundation’s optometry workers. An optometry technician grades the lenses and standard lenses are retained. Non-standard lenses are removed and replaced with standard ones.

For poor Balinese farmers or school children in remote villages, good vision care is not an assumption—it is a luxury. YKI routinely conducts free vision checks among local schools and in mass village screenings. A surprisingly large percentage of people screened are identified as candidates for cataract surgery. An equally significant number of those screened have vision impairment, which can be aided with eyeglasses.

These patients may choose frames from the donated stock. Thus, these recently donated and processed glasses are immediately available to benefit patients—and at no cost to the recipient.

Used or unwanted eyeglasses or frames are continually accepted at designated points around the island. These points include: YKI, Lakimen Advertising, Bali Discovery Tours, BIMC, Tropical Homes, Jenggala Keramik, Bali Hotels Association, Sourcing Bali, The Works and Ary’s Warung. Bulk shipments remain a logistical problem, but small quantity donations brought in with visitors luggage or posted have not been a problem.

The “I Can See Clearly” campaign is spearheaded by The Works communications consulting company in Bali as a community service.

The John Fawcett Foundation (JFF) & Yayasan Kemanusiaan Indonesia (YKI)

YKI is the legal Indonesian arm of this Bali-based foundation, which is funded totally by donations and grants. The JFF is based in Australia. The Foundation conducts several programs for the health and welfare of Balinese in the lower socio-economic group, providing medical equipment, technology transfer, medical care and advice.

The Foundation’s Sight Restoration and Blindness Prevention programs includes mobile eye clinics for cataract surgery which operate in North Bali, across southern Bali and also in South Kalimantan. A training center for cataract surgery is being built in Denpasar. School and mass eye screening programs are conducted in Bali, as funding is available. The used eyeglasses and sunglasses collected from this drive will benefit needy people in Bali.

Carolina Regional Cancer Center (CRCC) MUSC Hollings Cancer Center is proud to announce that DHEC has determined a Certificate of Need should be issued to CRCC for the expansion of its existing megavoltage therapy services to include the purchase and installation of a TomoTherapy Hi-ART® System linear accelerator.

“The TomoTherapy Hi-ART® system is an evolution of Intensity-Modulated Radiation Therapy (IMRT), using a unique technique unavailable in any other system currently on the market,” said Dr. Todd Williams. “TomoTherapy takes the fundamental concept of IMRT to the next level of radiation treatment capabilities, known as Image Guided Radiation Therapy (IGRT).”

“The treatment couch moves the patient through the treatment beam which is continuously re-shaped by the multi-leaf collimator with the gantry rotating 360 degrees,” said Dr. Paul Goetowski. “This method allows for tremendously greater precision in the dose distribution throughout the tumor and allows for numerous areas to be treated in multiple sites in the body during a single treatment instead of requiring multiple individual treatment fields. In addition, the System incorporates an integral Megavoltage CT subsystem which allows for simulation, treatment and real-time adaptation of the therapy based on frequent scan verification of tumor movement, shrinkage or shifts in normal structure position.”

“TomoTherapy will complement our existing state of the art treatment technologies,” said Dr. Bass. “CRCC has had a long history of bringing the latest treatment technologies to our area such as 3-D beginning in 1997 and IMRT in 2002. TomoTherapy is a great technology platform that is only being enhanced with time. Just this summer TomoTherapy added true Adaptive Radiation Therapy (ART). This allows the physician the ability to adjust the patient’s treatment plan to account for subtle changes in patient anatomy, as well as tumor size and location, that can have a significant impact on the delivered dose. This results in more normal tissue being spared which leads to faster recoveries and less side affects.”

“We would like to thank the DHEC staff for their time and diligent efforts to determine which applicant would best serve the residents of Horry, Georgetown and Williamsburg Counties and which applicant best met the 2004-2005 South Carolina Health Plan,” said Dr. Bass. “We want to assure DHEC and area residents that we take the trust placed in us very seriously and we will begin implementing our planned addition immediately upon the CON being issued. We will continue to enhance the treatment capabilities of CRCC to better serve our patients. Caring for our patients is what this is all about.”

“CRCC began planning this expansion over two years ago,” said Collins Wakefield, Chief Financial Officer. “The expansion will include a building addition of over 5,000 square feet and additional parking. The initial CON application was filed with DHEC in September 2005. The CON application is essentially a complete business plan that must demonstrate compliance with the State Health Plan and establish that a need exists for the proposed service. We hope the other applicants will respect the decision of the DHEC staff and not appeal the decision.”

During the month of June, WaveBoard delivered over 1.1 million posted messages, in individual and digest forms, to its members. This volume represents an increase of almost 26% over the average for the previous four months. Changes to the Medicare D Prescription Program in 2007 may significantly increase out-of-pocket costs for beneficiaries. With an end to the seizure campaign by U. S. Customs, American seniors once again turn to licensed Canadian pharmacies for safe, affordable medications and savings superior to Medicare.

With the enrollment period for 2007 Medicare D prescription program underway, American seniors are being urged to re-assess their drug plans because of new changes that could dramatically increase enrollment costs. Many providers have revised the drugs that are covered under plan formularies and most have increased the monthly premiums, some by as much as three-fold. Although the increase to premiums averages 13% nationally, coverage for branded drugs in the "Donut Hole" or coverage gap has skyrocketed in most states with no availability whatsoever in 13 states.1

Faced with having to pay exorbitant premiums or 100% of medication costs in the Doughnut Hole, American seniors are turning to online Canadian pharmacies like ADV-Care (www. ADV-Care. com or www. PharmacyOnTheNet. com) for price relief.

"Our pharmacy is being inundated with calls from American seniors reporting that their Medicare annual costs will increase by at least three to four hundred dollars in 2007 with some expecting to see their costs increase by more than a thousand dollars," says Ramy Attalla, Director of Communications for ADV-Care Pharmacy. "Beneficiaries that had brand coverage in the gap in 2006 are now facing huge premium increases that are simply unaffordable."

Seven states in the Upper Midwest (Iowa, Minnesota, Montana, Nebraska, North

Dakota, South Dakota, and Wyoming) will see the largest percent increase, with

Monthly premiums for these plans increasing by 185 percent. Overall, their

Premiums will shoot up from $38.70 in 2006 to $110.30 in 2007. New Jersey and Missouri will see premium increases of 180 and 111 percent respectively for plans with meaningful coverage in the doughnut hole.1

To further add insult to injury, some seniors may be forced to incur a 7% late enrollment penalty if they did not enroll when originally eligible. Annual deductibles have also increased to $265 in 2007 from $ 250 in 2006 (when applicable) including a widening of the doughnut hole that will require patients to pay $3,850 out-of-pocket before gaining catastrophic coverage, as opposed to $3,600 in 2006.

"The bottom line in 2007 is that enrollment costs are going up substantially, drug coverage is declining and the brand name coverage in the doughnut hole is being eliminated," says David MacKay, and international pharmacy expert and consultant.
