When “Jazz Then and Now” Host Bill Tannebring was gigging around Boston in the 70’s, he had every intention of making my career as a jazz musician. And why shouldn’t he? He was proficient as a pianist and vibraphonist (He’d been playing piano since he was 5 years old) and the city and its musical Mecca, the Berklee School made Boston one of the most exiting jazz environments in the country attracting talented musical artists from all over the world. For years, he was one of the house pianists at Paul’s Mall one of three great music venues in Kenmore Square that included the Jazz Workshop and the Inner Circle. It wasn’t unusual to find him and his trio in the Mall, while John Coltrane or Horace Silver performed at The Jazz Workshop and Keith Jarrett played solo piano in The Inner Circle. And because Boston was the home of other great pianists at that time including Dave McKenna, Chick Corea, Alan Broadbent, Hal Galper and Jan Hammer it’s no wonder that Bill was able to develop the style that is uniquely his.

After accepting a position as a pianist on a weekly television program, He discovered that he had talents as a television producer and broadcaster and soon became the moving force behind the countryÂ’s first ever-weekly jazz television program. JAZZ on WGBH TV was hosted by legendary trumpeter Herb Pomeroy. The visual style, unique feel and musical excellence of that series have never been duplicated. He also produced the first ever television broadcast of the Newport Jazz Festival.

Soon, he found himself more involved as a television and film producer, and while he had to balance two careers, he managed to find time for both. He spent three years in New York City producing a television series with Lloyd Bridges but still found time to join a band led by Lou Levy, backing singer Peggy Lee that toured the east coast, and work casual jazz gigs around the city.

He relocated to Dallas Texas as Executive Producer of KERA TV where he created musical television programs of all genres. Yet he found time to perform regularly with saxophonists James Clay and Marshall Ivory at the famed Recovery Room. He spent an exciting year playing piano and vibes in a quintet led by David “Fathead Newman”. He also performed regularly at Dallas’ Fairmont Hotel, The Mandalay Hotel and the Westin Galleria.

Bill currently resides in Los Angeles California where he keeps busy as a television producer/writer, teacher and of course a pianist. He performs with his trio in Los Angeles, San Francisco and Palm Springs. He also writes music reviews for the on line jazz magazines All About Jazz and Jazz Reviews. The Biafran Institute for Strategic Studies (BISS), in partnership with the Biafra Central Intelligence Agency (BCIA), and the Biafra Liberation Movement (BLM) are delighted to announce the commencement of The Future of Biafra Project (FOBP).

The FOBP is a long term project that is expected to provide both initial and continued intellectual leadership to the political and technocratic leadership of the Biafran people. Thus, the output of the project will form a critical input into efforts to design and sustain a well functioning Biafran State that will be capable of meeting the challenge of delivering on its social contract with her citizens anywhere in the world.

Project Volunteers: The BISS hereby invites Biafrans across the globe to volunteer their services for the convocation of the project. Participation: A secure electronic platform will be provided at a site to be communicated to each selected participant. The data gathering and analysis will be conducted via electronic mail and collated at the site.

Support: The Future of Biafra Project Director, will be available to act as a resource person to each Work Group. The Director will provide direction as required, clarification, relevant data, suggest analytical agendas and work plans as well as act as an intermediary when necessary to other groups.

Security: Membership of Work Groups will remain classified except if the participant in question authorizes the BISS to publish their membership. BISS reserves the right not to publish such information even if a member explicitly requests such action.

Timetable: The initial assessments and recommendations should be completed by August 27, 2004, with a smaller, semi-permanent team providing continued counsel over the long term.

INITIAL WORKING GROUPS

I. Biafran Economic Competitiveness Program

Synopsis: The Biafran economy suffers from a severe under-utilization of its resources and potential. The scope of problems is vast (high unemployment, high inflation, poor banking system, limited security, etc.).

Mandate: Develop a strategy for the transformation of the Biafran economy into a competitive, free enterprise economy based around innovation, trade and intermediation. The target should be a doubling of income within 5-7 years, building up private companies, and developing infrastructure to support growth for the next 25 years. BiafraÂ’s future lies in building links to the global economy, becoming a global financial, communication and transportation intermediary, and become a leader in innovation, as measured by the number of patents attributed to her citizens. The team should offer recommendations about what choices Biafra needs to make in terms of building up a highly skilled labor force, developing mission critical infrastructure, crafting the software of prosperity (responsive regulatory systems), and supporting processing systems (capital markets, transport networks, etc.). When feasible, the budgetary requirements and suggested timetable for executing the strategy should be outlined.

Sub Work Groups:

(i)Agriculture: Develop strategy (what choices will we make) for developing high productivity agricultural sector that would meet both Biafran domestic needs, as well export needs; coordinate with Land Use sub-group to ensure that a thoughtful land use strategy is adopted

(ii)Trade Policy: Develop strategy for building a trading economy, using Singapore as an operating model. Advise on trade strategy – membership in WTO versus specific bilateral trade agreements with selected partner nations.

(iii)Innovation: Map strategy for nurturing public and private innovation via investment in basic science research, process design and advanced materials. Suggest potential framework – institutions and rules – for advancing intellectual property rights as measured by successful global patent applications.

(iv)Land Use Policy, Erosion Control, Recovery, and Environment Policy: Develop a strategy for rebuilding erosion devastated land, and increasing quality and intensity of land use; explore how innovative technology can be utilized to create world class living spaces for 50 million Biafrans at any given point in time.

(v)Currency: Advise on feasibility of an interim currency such as the US Dollar while transitioning to a permanent Biafran currency such as the Biafran Dollar versus maintaining the US Dollar as BiafraÂ’s permanent currency.

(vi)Census: Develop a strategy for conducting a short term census of the global Biafran population, as well as lay the foundation for a long term census and planning mechanism for Biafra.

II. Parliamentary Democracy and Bill of Rights

Mandate: Develop a draft constitution for a Biafran parliamentary democracy built around independent candidates and political parties. The draft constitution must also include a draft Bill of Rights. The proposed political system should provide flexibility and proportional representation, as well as a mechanism for new communities to vote for membership in the Biafran State. The team should build its recommendations around a village/city/town based political structure of the Biafran State. It is assumed that each village/city/town will be governed by a Mayor and a Council. A regional level of government may or may not exist between the national parliament and the village/city/town councils. A critical principle is for the team to keep in mind and reflect in their deliberations is the sovereignty of the people above and beyond the State. Therefore, the constitution should also have a mechanism for any Biafran community to secede from the Republic without fear.

III. Domestic Security Issues

Mandate: Develop baseline recommendations on the structure of policing in Biafra. The proposed structure should reflect the constitutional structure of Biafra and the critical importance of individual cities, towns and villages maintaining control over their own affairs. Thus, the recommendations should be actionable output on how individual communities or clusters of such communities can develop policing capabilities. The recommendations should also provide for a national support infrastructure for local police groups, as well as a coordinating national domestic intelligence and law enforcement capability.

IV. Veterans Affairs

Synopsis: The Nigeria-Biafra War created a number of military veterans some of whom are disabled and require military pensions and/or similar support. There will likely be future need for veteran services for Biafran servicemen and women.

Mandate: Develop a plan for conducting a census of BiafraÂ’s veterans, developing a Biafran War Memorial, instituting a pension system, and developing a physical, mental and intellectual health support system. The proposed program of interventions should reflect choices the Government of Biafra will make over a 2 year implementation schedule. When feasible, budgetary estimates should be attached to major program recommendations as well as a suggested time frame.

V. Special Friendship with Niger Delta Republics

Synopsis: Maintaining high quality relations with BiafraÂ’s neighbors is a critical policy objective for the Biafran people and state.

Mandate: Develop a strategy for building high quality relations with BiafraÂ’s Niger Delta neighbors, particularly those who have chosen the path of independence. The focus of such a strategy would be to understand what the issues are that could derail Biafra-Niger Delta relations, what the priorities are for either side (access to the sea, trade etc), and identify what choices both parties can make to advance their common cause. The output should also include recommendations on institutional changes and structures that could be utilized such as the appointment of Ambassador Plenipotentiaries, constitution of Joint Commissions, Cultural Exchange and Scholarship Programs etc.

VI. Foreign and Diplomatic Relations

Mandate: Develop recommendations for addressing BiafraÂ’s transitional and long term foreign policy challenges, including seeking recognition for a the Biafran State. The recommendations should include an analysis of the key issues of concern to Biafra and the position of potential allies such as the United States, Israel, Japan and the European Union on the aforementioned issues.

VII. Defense Policy/Military Strategy

Mandate: Develop a strategy for BiafraÂ’s defense policy based on an assessment of who its potential enemies are, and how best to contain and/or militarily defeat such enemies, including non-state actors such as militant Islamists. The scope of the strategy should include recommendations on the overall doctrine of the Biafran military (such as mobile warfare), its technology research and development program, and the requirements for simultaneously conducting two offensive campaigns and one defense of the homeland campaign. While a detailing of battlefield strategy may be helpful, it should only serve as an illustration of a broader conceptual layout of Biafran military thinking, potential allies, training issues, and reviving the revered Research & Development Directorate.

VIII. Public Health

Synopsis: The Biafran public is today faced with a number of critical challenges. These challenges include an alarming rise in infant mortality in the last 20 years, the absence of an accurate census of disease status especially HIV/AIDs and Tuberculosis, and the lack of well functioning community health services.

Mandate: Maintaining a healthy population is a priority objective for the Biafran state. The team should identify key public health issues such as childhood immunization, HIV/AIDs prevention, senior care, managing disease proliferation from neighboring states, healthcare infrastructure (hospitals, community health centers), training of medical personnel, and development of an US FDA standard pharmaceutical manufacturing capability. The output should include a taxonomy of issues, institutional design recommendations (and/or examples), and potential rollout plan and budget.

A coalition of gynecologists, internists, allergists, ER physicians and general practitioners responsible for treating thousands of women today criticized the Food and Drug Administration (FDA) for taking action that threatens to deny hundreds of thousands of women access to customized medications they take for symptoms of menopause.

A coalition of gynecologists, internists, allergists, ER physicians and general practitioners responsible for treating thousands of women today criticized the Food and Drug Administration (FDA) for taking action that threatens to deny hundreds of thousands of women access to customized medications they take for symptoms of menopause.

The FDA last week announced that the hormone estriol can no longer be used in estrogen medications customized for women by compounding pharmacies. Estriol is a component of 90 percent or more of these customized preparations.

The FDA action is in response to a "citizen petition" filed by the giant drug maker Wyeth Pharmaceuticals. Wyeth is the maker of Premarin and Prempro, two hormone treatments for women that have been linked to cancer, heart disease and stroke by a 2002 Women's Health Initiative, National Institute of Health (NIH) study. Millions of women have discontinued taking Wyeth's hormone products as a result of the WHI study, which was halted because of the serious health risks that were discovered in 2002.

"The FDA has succumbed to pressure from Wyeth in its attempt to clear the market of safer alternatives to its unsafe products," said Erika Schwartz, M. D., a co-founder of BHI, the Bioidentical Hormone Initiative (www. bioidenticalhormoneinitiative. org), a not-for-profit medical organization comprised of conventionally trained, practicing physicians who have successfully treated patients with bioidentical hormones for years. "The FDA should protect the interest of women, not the profits of Wyeth."

Estriol has been used by women for decades as a component of customized estrogen hormone drugs, most commonly known as Biest and Triest. It occurs naturally in the human body and, according to the FDA, has never been associated with adverse events or other health and safety issues. Estriol is also in a phase II/III clinical trial pending FDA approval for treating women with Multiple Sclerosis (MS). It is approved for use and widely used in Europe and is a component of medications that have been commercially available in the U. S.

"There is no evidence that anyone has been harmed by estriol," said Kent Holtorf, M. D., also a co-founder of BHI. "The FDA has even admitted that safety concerns are not the reason behind their decision to try to remove estriol from the market. Instead, they are responding to Wyeth's blatant attempt to remove medicines that provide an alternative to their flawed horse hormones that are foreign to a woman's body."

"FDA's actions are clearly misguided," said David Brownstein, M. D., another founder of BHI. "They have no legitimate reason or even the legal authority to limit a licensed physician's use of a safe and effective bioidentical hormone. There are numerous positive studies and countless successful outcomes with estrogen treatments containing estriol."

The FDA claims that it is taking estriol off the market because it is not a component of any FDA approved drug, despite the fact that the hormone has been used for decades without problems. Estriol has a long standing United States Pharmacopoeia monograph, an accepted standard for drug ingredients absent significant health risks. Other common drugs that are not components of FDA approved drugs include aspirin.

"There are no legitimate medical, scientific or legal reasons for the FDA to take this action," said Dr. Schwartz. "It would require countless women to return to their doctors and alter the medications they have used both safely and effectively for years. If the FDA has its way, since estriol is available in Europe, a woman will need a passport, not a prescription to get her medication."

The citizen petition filed by Wyeth with the FDA requested that estriol be removed from the market, along with other requests to remove customized medications that compete with their flawed products. The petition created a tremendous backlash from women, doctors and pharmacists. Over 77,000 comments, a near record, were filed with the FDA in response to the petition, all but a handful opposing Wyeth's request.

"The few comments in support of the Wyeth petition were filed mostly by organizations with substantial financial ties to Wyeth," said Dr. Schwartz. "The FDA has chosen to protect Wyeth's wealth rather than women's health. This is a shameful act for this agency to take."

Scott Townsend, AIA LEED, principal of 3tArchitects, recently met all of the requirements to achieve the status of Green Communities Charrette Facilitator.

Green Communities is a 5 year, $555 million national initiative whose goal is to build more than 8,500 environmentally healthy homes for needy families. This groundbreaking effort is a partnership of The Enterprise Foundation and The Enterprise Social Investment Corporation (Enterprise) and the Natural Resources Defense Council (NRDC), along with the American Institute of Architects, the American Planning Association and leading corporate, financial and philanthropic organizations.

“Green Communities is an initiative that is transforming the way people think about, locate, design and build affordable housing,” said Townsend. “I sought this designation because it is consistent with a central mission at 3tArchitects -- to incorporate green design into our projects and to complete projects with admirable socially conscious goals.”

The Charrette Facilitator designation enables Townsend to lead workshops and meetings with relevant groups (developers, community officials, realtors, other stakeholders, etc.) devoted to meeting the standards of the Green Communities.

Townsend launched 3t in January, 2006. He was the founder of Townsend Associates - Architects PLLC in 1990 and most recently served as director of architecture for Vollmer Associates after having sold his firm to them. A graduate of Mississippi State University, Townsend worked for the 2004 AIA Gold Medal in Architecture Winner, Samuel ‘Sambo’ Mockbee prior to moving back to the Capital Region. He is co-owner, along with his wife, of the Spotted Zebra Learning Center (www. spottedzebra. org), a pre-school located on Everett Road in Albany. He resides in Delmar with his wife and four children.

Was that person arrested for drunk driving under the influence of alcohol -- or could he just be a diabetic? Or maybe on a low-carb diet? Diabetes is a very common disease in American society: 15-20% of all drivers on the road are diabetics. The reactions of a person in the early stages of a diabetic attack include dizziness, blurred vision, slurred speech, weakness, loss of coordination and confusion. These are, of course, symptoms which the patrol officer is looking for: the clear signs of a person under the influence of alcohol. And the officer's observations are quickly followed by a failing performance on DUI field sobriety tests.

But, of course, a Breathalyzer will clear him, right? Wrong.

Ignoring for the moment the inherent inaccuracy of these breath alcohol machines, most suffer from a little-known design defect: they do not actually measure alcohol. Rather, they use infrared beams of light which are absorbed by any chemical compound in the breath sample (including ethyl alcohol) which contains the "methyl group" in its molecular structure; the more absorption, the higher the blood-alcohol reading. The machine is programmed to assume that the compound is "probably" alcohol. Unfortunately, thousands of compounds containing the methyl group can register as alcohol. One of these is acetone. And a well-documented by-product of hypoglycemia is a state called ketoacidosis, which causes the production of acetones in the breath. In other words, the Breathalyzer will read significant levels of alcohol on a diabetic’s breath where there may be little or none. Dr. John Arnold, in a scientific article entitled "Hypoglycemia: Driving Under the Influence", 8 Medical and Toxicological Information Review 1 (Sept. 2003), reports that:

"Hypoglycemia (abnormally low levels of blood glucose) is frequently seen in connection with driving error on this nation's roads and highways, including accidents with personal and material damage. Even more frequently are unjustified DUIs or DWIs, stemming from hypoglycemic symptoms that can closely mimic those of a drunk driver."

Actually, you don't even need to be a diabetic to display hypoglycemic-induced symptoms of intoxication. Perfectly normal, healthy individuals can experience temporary conditions of low blood sugar after consuming small amounts of alcohol, resulting in exaggerated but false symptoms of intoxication. Fasting glycemia can exist where a person has not eaten in 24 hours or has been on a low-carbohydrate diet. Production of glucose in the liver is stopped while the alcohol is broken down. Result: the blood sugar level will drop, affecting the central nervous system -- and producing symptoms of a person under the influence of alcohol.

Parents reported fewer hospitalizations, fewer absent schools days, less worry about their child's health when their child's care was coordinated through a medical home.

The latest issue of the Journal of Ambulatory Care Management features a report on a three-year survey of the effectiveness of using medical homes as a coordination point for pediatric health care. Ten pilot practices in Vermont and New Hampshire were used in the survey.

A "medical home" is a community-based primary care setting that provides and coordinates high quality, planned, family-centered health promotion, acute illness care and chronic condition management.

Parents who were surveyed reported fewer hospitalizations, fewer absent schools days, less worry about their child's health, and increased likelihood of having a written health care plan when their child's care was coordinated through a medical home.

"A low percentage of all children have such complex needs that care involves multiple community agencies and health-care providers, but this population does account for over half of national expenses on pediatric healthcare," said Jeanne McAllister, RN, MS, MHA, co-author of the report and director of the Center for Medical Home Improvement at the Crotched Mountain Foundation in Greenfield, NH. "Children's health care often lacks a centralizing coordination point for teams of agencies and doctors, causing the care to become fragmented or overly specialized."

The Center for Medical Home Improvement (CMHI) is a New Hampshire-based organization committed to improving community-based health care systems for children with special health care needs and their families.

The US Maternal and Child Health Bureau funded eight medical home projects between 2001 and 2004, one of which was awarded to New Hampshire's Center for Medical Home Improvement. CMHI recruited 10 primary care practices (rural, suburban, and urban) in New Hampshire and Vermont to participate in the implementation of a series of medical home improvements. Parents and caregivers became equal and critical partners, and core teams of physicians, care coordinators, and parents met regularly to improve healthcare delivery. Over 300 families were asked to complete a survey about the process each year.

"The primary care medical home occupies a central role in healthcare reform," said W. Carl Cooley, M. D., co-author of the report and Medical Director of the Center for Medical Home Improvement. "Healthcare teams in medical homes work to know the children and families in their home to help facilitate all aspects of care in a culturally effective partnership."

All of these deals highlight Bruntwood's long-term confidence in Piccadilly, something emphasised by their original purchase of 111 Piccadilly in the nineties and most significantly Piccadilly Plaza in 2003. Now re-branded City Tower, the property company has invested £87m redeveloping the site, as well as letting 151,000 sq ft of office and retail space since its acquisition.
