Konikowski earned his degree in Marketing from University College in 1976. He has enjoyed a long and successful career which includes numerous leadership positions at several companies. He is the founder and Chief Executive Officer of Digital Movers, an electronic commerce solutions provider. Prior to his position at Digital Movers, Konikowski was Executive Vice-President of EB2B Commerce in New York City. In this position he grew the company from $750,000 to over $3,500,000 in annual sales. Before his position at EB2B, Mr. Konikowski was founder and President of Software Associates, Inc, a company that specialized in EDI and transaction processing systems for supply chain businesses.

Like many of his fellow University College Alumni, Konikowski worked during the day and attended classes at night. In fact, he attended night classes for nearly 10 years before earning his degree.

“It was good for me because working during the day and going to school at night helped keep me focused,” he said. “I took my education seriously. Unfortunately, I see many kids today who do not take education seriously and they are not ready to enter the real world.”

Although he has achieved much professional success, Konikowski is extremely proud of his volunteer work with Medical Missions for Children. Konikowski acts as the Chief Technology Officer and serves on the organization’s board. Through the use of telemedicine technologies, Medical Missions for Children links international doctors and their patients with mentoring hospitals in the United States to participate in the diagnosis and treatment of children. In this role, Konikowski is responsible for designing, building and expanding the Global Telemedicine and Learning Network and for managing local and remote hospitals and equipment and network service providers. He notes that nearly 30 percent of the cases with which Medical Missions assists were originally misdiagnosed.

“We realized that we could not travel to every nation on the face of the earth, so we decided about five years ago that technology was the answer to solving this problem,” Konikowski said about delivering the latest medical care to medically underserved nations. “Telemedicine places these patients directly in front of our doctors here. Deer-hunting tags are back in the spotlight, with state biologists proposing to implement a system during the 2006 hunting season. The exact system is still yet to be decided, Dave Moreland of the Department of Wildlife & Fisheries said during a Louisiana Wildlife and Fisheries Commission meeting Feb. 3. “We’re just throwing it out to discuss,” Moreland said. The move is being made for the second time in three years.

A proposed tagging system was finally canned by DWF officials in 2002 in the face of stiff opposition. But Moreland, who took over as head of DWF’s Wildlife Division several months ago, is handling the issue much differently than the previous proposal — which was formulated by departmental staff.

“We will use the public comment meetings (in which the 2004-05 season dates are discussed) to receive comments, and we may have more meetings to discuss it,” Moreland said. The first meeting will be held this month, although there was no date or location set in mid February.

However, Moreland did provide a starting point for the discussion. He told commission members that he foresees a system that would provide a

“If hunters are satisfied with two bucks, then, hey, let’s go with two bucks because you get more benefits,” Moreland said. But he believes a three-buck system would provide a good compromise between those who want the opportunity to kill more bucks and those who want to grow older deer. “Three bucks seem to be reasonable,” Moreland said. “Even with a three-buck limit, with two bucks of choice, we think most people would limit themselves to one young buck, and then they would start focusing on larger animals.” And that’s the real benefit of a reduced limit on bucks — moving more animals to older age classes.

“We’re doing it mainly because the hunters indicate they want to increase the age structure of their deer herds,” Moreland explained.

Right now, 70 percent of antlered deer killed on the stateÂ’s wildlife management areas are 1 1/2-year-olds. The rest are at least 2 1/2 years old.

Moreland said he believed the percentages statewide would be a little better, but not much.

“I would think it’s about 60 percent 1 1/2-year-olds and 30 percent adults,” he said.

By contrast, about 50 percent of the bucks killed on Deer Management Assistance Program lands are at least 2 1/2 years old. Moreland said that if a three-buck system is agreed upon, he would like to see one of the tags be legal only for deer with at least 6 points.

“It will target the larger animals,” he said.

He conceded that this still would allow the harvest of some 1 1/2-year-old bucks, but he said there needed to be some way to limit that third buck so that the program will be effective.

“I wouldn’t want my entire program to target those deer, but that’s one way to have a tagging program and reduce the impact of hunting on those younger deer,” Moreland said. But again, if hunters want to use a higher standard, the longtime deer study leader won’t stand in the way. “Maybe we could go with four points on one side,” he said.

However, Moreland did caution that setting the bar too high could have

Iberville Parish is a vivid example of this concern. Preliminary results of the experimental 6-point regulations indicate many of the parishÂ’s bucks donÂ’t grow six points for the first several years of their lives. Of course, one of the reasons for the failure of the 2002 proposal was that hunters werenÂ’t willing to limit their take of bucks and still have to rely on doe days to put meat on the table.

At the time, then-Wildlife Division head Tommy Prickett said he would oppose any move to use doe tags statewide without restricting the number of days. Departmental officials are now willing to give up on doe days. “The use of the antlerless deer tags wouldn’t be restricted to any particular day,” Moreland said. “That gives the hunter the chance every time he goes out there to kill a doe. Maybe we’ll get an increased doe harvest.” Moreland said he wasn’t very concerned about doe populations being depleted because most property in the state is controlled by private landowners or hunting clubs, which still can limit the number of deer killed.

State lands also will continue to be regulated to safeguard herd health, he pointed out.

And besides, Moreland said, relatively few hunters actually kill very many deer.

“Our surveys indicate that 50 percent of hunters don’t kill a deer,” he said. “Twenty-five percent kill one deer, and only 25 percent kill two or more.”

Breakdowns between does and bucks weren’t available. Moreland said a decision must be made by the end of the summer so the department can bid out the necessary changes to the license-vending system. “I hope that by May we’ll be able to come to the commission with a proposal,” he said.

LETSI is a new international consortium chartered to develop technologies that promote the advancement of teaching, learning, and job training. As papers were being posted over the summer, the LETSI wiki came alive with readers analyzing and commenting on the papers - and then responding to each other's comments. "This is the way Web 2.0 is supposed to work," said Avron Barr, LETSI's Communications Chair. "There is no single solution to the many barriers that have slowed technology's impact on education and job training, compared to its impact in other areas of our lives. Reaching out to the SCORM community, with all its diversity and expertise, has saved us a year or two in understanding the requirements for the next SCORM."

The solicitation of ideas, suggestions, use cases, and proposed solutions is the first step in fully involving the learning, education, and training community to address the challenges that lay ahead. The SCORM 2.0 process will continue through the year. A 57-person Program Committee is responsible for making sure that all of the white papers and discussion threads are analyzed, and will then organize LETSI's SCORM 2.0 Requirements Workshop, October 15-17, 2008 in Pensacola, Florida. "The focus is on meeting user needs and then looking at technological solutions to support them," explained Valerie Smothers, Deputy Director of MedBiquitous, a LETSI Founding Sponsor.

The Workshop, which is already sold out, is a working meeting where experts will discuss priorities and alternatives and begin to set a road map for SCORM 2.0. Participants have diverse backgrounds, including software architecture design, instructional design, systems deployment, and advanced learning technologies. In addition, they come from diverse eLearning communities: military training, K-12 education, higher education, healthcare certification, corporate training, and aviation training. Mike Rustici of Rustici Software, Co-Chair of the Program Committee, explained, "This is not your typical conference or seminar. Presentations and tutorials will not be the focus; instead, we'll engage in structured activities designed to bring about a multi-perspective view of the future requirements for SCORM."

LETSI advocates open processes for software standards. The wiki and all of the papers and discussions are open to the public. "We look forward to having the international learning, education, and training community involved. The use cases and thoughts brought forward, both informally and formally in the white papers, demonstrate we have much work to do," added Jungsub Yun from the Korea Institute of Electronic Commerce, another LETSI Founding Sponsor.

SNL Kagan experts expect total cable network revenues to grow by more than 8% over the next five years.

SNL Kagan (http://www. snlkagan. com/) today released the 2009 edition of "Economics of Basic Cable Networks," the most comprehensive network-by-network analysis of the cable programming industry available.

According to SNL Kagan, overall results for 2008 were robust, despite the weak economy. Ad revenues grew 7.3% to $17.8 billion, affiliate revenues were up 11.8% to $22.8 billion and total revenue popped 9.4% to $42.2 billion.

SNL Kagan expects growth will be more modest in 2009, projecting total revenue will rise only 4.4% to $44.0 billion and cash flow will grow just 2.5% to nearly $16 billion. However, the industry is expected to rebound, with total revenue growing, on average, 8.1% per year during the 2009-2013 period, and cash flow increasing 9.6% per year.

"While 2009 won't be as strong as past years, it's likely to be just a blip in the long-term growth of an industry that has increased revenue at a CAGR of 12.6% over the past decade," said Derek Baine, senior analyst at SNL Kagan. "The exceptional performance of the industry is most evident in the networks' healthy cash flow margins, which averaged 36.9% in 2008. By 2013, we estimate half of all networks will exceed 40%."

Other highlights of the study include:
 TVHH Growth: For the second year in a row, TBS reported the most cable TV households, followed closely by the Weather Channel and Discovery.  Ratings & TVHH: Due to the prevalence of delayed-viewing technology, channels that broadcast news content, children's programming and special events emerged as the ratings and household leaders in 2008.  License Fees: Sports-based channels continue to dominate the license-fee landscape (seven of the top 20 channels ranked by monthly license fee per sub are sports-based).  Advertising: In 2008, national cable ads generated an estimated $20.9 billion in gross revenue, up 7.3% from 2007. However, gross ad revenue is expected to dip slightly in 2009 to $20.3 billion.

Allsup survey finds 85 percent of applicants say the SSA should explain assistance options at beginning of Social Security Disability Insurance application process

An overwhelming majority of Social Security Disability Insurance (SSDI) applicants face grave setbacks and wish they would have known from the start that expert representation to assist them was available, according to a national survey. People with disabilities experienced financial crises, extreme stress and declining health while stuck in the federal disability backlog, according to results compiled and released by Allsup], a nationwide provider of Social Security disability representation and Medicare services.

Arthur Blair, of Gaithersburg, Md., was a program manager at a group home before a combination of osteoarthritis, severe back pain and depression made it impossible for him to keep working. During his two-year wait for SSDI benefits], Mr. Blair tapped deep into his savings and had to sell his home after he and his wife were unable to make their mortgage payments. His condition also worsened.

"I think the process takes away our humanity," said Blair. "There are no resources to help you. You are in a financially devastating position, and by the time you're approved, you have accumulated so much debt and lost everything you've worked for. It's almost impossible to recuperate what you lost."

A survey of nearly 300 successful SSDI claimants who came to Allsup after having their initial disability applications rejected by the SSA finds:
 Nearly 80 percent of respondents reported facing "barriers to handling the SSDI process on [their] own," including problems with understanding (48 percent) and completing (61 percent) the necessary forms.  Three-fourths (75 percent) said the level of stress they experienced while applying for SSDI benefits was either "extreme" (39 percent) or "significant" (36 percent).  Only half (51 percent) of all applicants knew third-party representatives could help them apply for SSDI benefits.

In addition, almost 90 percent of applicants said they faced negative repercussions while waiting for their SSDI award. These included:
 Stress on family - 63 percent  Worsening illness - 53 percent  Draining of retirement/savings - 35 percent  Lost health insurance - 24 percent  Missed mortgage payments - 14 percent  Foreclosure - 6 percent  Bankruptcy - 5 percent

Almost nine in 10 (85 percent) survey respondents said they would have found it useful for the SSA to inform them in advance of their options for receiving help with their SSDI application. Another 83 percent would have found it helpful or valuable if the SSA had provided them with a list of authorized third-party representatives to choose from.

"Because applicants too often don't know help is available, too many initial claims are denied for simple mistakes that have nothing to do with the applicant's disability status," said Jim Allsup, president and CEO of Allsup. "If they only knew third-party assistance was available to professionally review their application and help properly document their disability, thousands of claimants could get through faster and avoid painful financial and personal repercussions of getting stuck in the system."
