In 2002, the National Institute of Neurological Disorders and Stroke (NINDS) and the National Institute of Mental Health (NIMH) awarded a grant to the consortium to make microarray technology available to neuroscientists whose research was funded by the two institutes. At that time, the consortium, which included the Translational Genomics Research Institute (TGen), UCLA, and Duke University, needed a “bridge” between it and scientists seeking to take advantage of sophisticated technology that allows them to compare genes in normal and diseased tissues. 5AM Solutions developed an internet-based tool that manages workflow, collaboration, and communication between the scientists and the consortium.

In June 2005, NINDS, NIMH, and thirteen other institutes that comprise the NIH Neuroscience Blueprint (http://neuroscienceblueprint. nih. gov/ (http://neuroscienceblueprint. nih. gov/)) awarded a $25 million grant to the consortium which included funds to bring microarray technology to an additional five thousand grant holders, added Yale University as a Center of Excellence and renamed the consortium to reflect its broader scope. 5AM Solutions Chief Architect Eric Tavela was pleased to learn that the consortium would continue to use MEM and 5AM to support their efforts. For the first time ever, the average cost of an individual health insurance policy issued online at MedSave. com in 2007 declined from the previous year. The change is primarily the result of increased availability of low cost health insurance options for Internet shoppers.

MedSave. com announced this week that the average cost of health insurance issued on its Web site in 2007 declined for the first time since the site's inception in 1997. After a decade of sharp health insurance price increases, it appears that consumer spending on health care may be flattening, according to MedSave. com management. MedSave. com is a leading online enrollment support service for low cost individual health insurance operating in all 50 states. Average cost data was calculated for 482 enrollments in about 35 health plans where information was readily available. The average cost of individual coverage dropped 6.4% to $74.67 per month. No data is available on family coverage. MedSave. com specializes in limited benefit low cost health insurance and does not have access to data across the entire health insurance industry.

Kim Morris, client services manager at MedSave. com, feels that there are several reasons for this change:
Health Savings Accounts that require high deductible insurance are growing in popularity. Applicants are more willing to accept high policy deductibles regardless of HSA status. Low cost limited benefit plans are now more widely available. Younger applicants under age 30 may not be aware of differences in insurance coverage and tend to opt for the least expensive insurance.

These findings appear to be consistent with other national trends. A recently published report by the Kaiser Family Foundation Commission found that group health insurance premiums had risen at the slowest pace in eight years and that 2007 was the fourth consecutive year of decelerating health care inflation. It is generally believed that group insurance premiums rise more quickly than individual insurance rates because more benefits are required by more stringent state regulation. In a separate study, the same commission found that Medicaid enrollments had declined in 2007. We expect announcements in the future that the overall number of Americans without health insurance has leveled off or declined.

These findings may indicate that the push toward consumer driven health care, better consumer access to information on the Internet and the restraint of additional state regulation of individual health insurance may be working to make health insurance more affordable for a larger portion of Americans. Federal law known as HIPAA ensures that all Americans have access to health insurance but no provisions were included in this legislation to ensure that the coverage is affordable. Major medical insurance is still unaffordable to many people. Yet the numbers of uninsured Americans and Medicaid applicants both declined in 2007 for the first time in more than a decade. The rate of health care inflation slowed to its slowest pace in eight years. Part of the reason for these favorable trends is the use of new low cost health insurance plans.

The most popular health insurance plans for 2008 offer a limited level of benefits at a more affordable price. Coverage is available to most applicants without regard to medical history but some exclusionary provisions still exist. Most low cost health insurance limits the coverage for pre-existing conditions for a short period of time, but better state-sponsored insurance options are now available for those with more costly chronic medical issues who are not candidates for low cost insurance plans. While not all states have approved the new types of low cost/limited benefit insurance plans, most Americans now have more affordable choices than were available in other recent years. The greatest immediate risk is that consumers may misunderstand the new coverage provided by the low cost insurance plans, presuming these are the same as full major medical plans of past generations.

This trend may have significant implications on the 2008 Presidential election. With health care inflation and the number of uninsured Americans declining, the drive for health care reform may take a back seat to other national issues. Cleft lips and palates are anomalies that cause severe facial disfigurement and occur worldwide once in every 850 births. China has been singled out by the organization because one in every 350 babies born in the country is diagnosed with the problem.

“On the mission, one of our patients was a 3-month-old whose name translated as ‘Ordinary Girl’,” related Dr. Beshar. “She was brought in by a poor couple from the countryside who had just found her while picking through the city garbage in order to survive. We treated her and left the parents in tears of gratitude. The sense of awe and gratitude we all experienced is beyond measure.”

In addition to performing corrective surgery, the goal of the Alliance for Smiles team is to facilitate active interchange of ideas and practices through mentoring and lectures with the volunteer doctors as they provide advanced training in reconstructive surgery techniques. During his mission Dr. Beshar taught a group of dentists and students at the Wenzhou Dental University.

Bolajoko Adeniyi has always wanted to assist people who were in need of, but couldn’t afford, quality health care. But first the 28-year-old Belleville woman had to take on the high cost of studying medicine.

So, when the medical student learned that she had won the National Head Start Association’s Dr. Scott Harkley Memorial Scholarship, she was grateful for the financial help. Adeniyi is a former participant in the Southern Illinois University Edwardsville Head Start/Early Head Start Program, based at the SIUE East St. Louis Center.

“I have a house worth of loans to pay back,” said Adeniyi, who recently won the award which comes with a $1,500 cash prize. Adeniyi was given the award at the recent Annual Head Start Awards Ceremony and Dinner in Dallas, Texas.

Adeniyi’s name was included in the national competition for the scholarship award after she was selected at the state level. “I was so surprised and excited to win,” she said. “The money will certainly be put to good use and will get me that much closer to paying off my loans.”

Dr. Scott Harkley Memorial Scholarship candidates are required to be Head Start graduates pursuing medical careers. Adeniyi said she received a great introduction to education as a preschool student at St. Joseph Head Start Center in East St. Louis, where her mother Mary Adeniyi was a volunteer and now currently employed.

“My mother has worked a long time for Head Start, and I volunteered at the Belleville Head Start Center when I was in high school,” Adeniyi said. “I love children and we both realize the importance of good education.”

Adeniyi is currently a fourth-year student at Ross University School of Medicine. She is finishing clinical work in gynecology at St. Anthony’s Hospital in Chicago and is studying for medical board exams. The future doctor graduated from the University of Illinois Urbana/Champaign in 2004 and then did DNA research at the Washington University Medical School Genome Sequencing Center in St. Louis.

As a doctor, Adeniyi plans to help with the medical needs of children and adults and instruct them on good health care practices.

Individuals can make contributions even if they don’t itemize their tax deductions and employer contributions are not counted as income.

Another benefit of the HSA is that individuals who remain healthy and don’t have to pay any medical expenses can grow the money in their account from year to year. Over time, HSA contributions of more than $10,000 can be directed to long-term investments like mutual funds to maximize the value of the HSA.

In 2010, the IRS says individuals can contribute up $3,050 to an HSA if single and up to $6,150 in a family plan. The IRS allows individuals over the age of 55 to make a “catch up” contribution of an additional $1,000 for single and family plans.

HSAs are typically managed by banks, credit unions, or insurers. An employer can also set up an HSA for employees. It pays to shop around to see what various institutions offer and what they charge to administer an HSA account. When determining an administrator, make sure the financial institution is FDIC-insured. It is the individual's responsibility to keep track of deposits and expenditures. From time to time, questions may arise about an account, so it may be helpful to deal with an institution that’s close to where the individual lives live or works like a community bank.

“Fees can eat up any money you earn in interest,” says Karen Murphy, a senior vice president at PyraMax Bank (http://www. pyramaxbank. com/personalbanking/healthsavings/default. htm) in Milwaukee. “Some banks offer higher interest rates, but charge fees for every transaction you make. They may also require you to make a minimum contribution each month to avoid additional fees.”
